  "projectDescription": "The Outlet Creek watershed supports the furthest inland run of Coho Salmon remaining in California and is a critical watershed for salmon recovery. The fish passage barrier being addressed through this project is a channel-spanning concrete weir associated with the municipal Wastewater Treatment Plant emergency outfall. The weir creates a two-foot jump, which is a partial barrier to salmonids under low flow conditions and this site is listed on the 2021 CDFW Fish Passage Priority List. Until now, City of Willits engineering staff have not had the capacity to address the barrier. Although the weir no longer serves a primary function, the City of Willits would like to retain the existing outfall structure for emergency purposes. This project will include a fish passage assessment of the current barrier, designs to remove it, and assessment of several road crossings upstream. There is a geomorphic constriction that may limit juvenile migration during specific flows downstream of the site on Outlet Creek. A cursory assessment of this site will also be a component of this planning and design work.",
