The work will benefit several threatened salmon species. It will also help reduce community flooding in downstream areas and address safety concerns by improving infrastructure needed for emergency access for local communities.The Badger Creek project will remove two culverts crossing Rugg Road. By removing these barriers and replacing them with a large culvert, 0.7 stream miles will be opened. Invasive plant treatments and native plantings will also occur.",

The focus of this restoration is improving and opening access to freshwater habitat. Badger Creek and Rugg Road was prioritized as addressing limiting factors that affect state and federal listed fish species within the Clackamas watershed population. The SAP is tiered to the Lower Columbia River Conservation and Recovery Plan for Oregon Populations of Salmon and Steelhead (ODFW 2010).
