Passage will be restored by modifying fish passage infrastructure at the Elmer Dam, which includes modifications to the spillway, forebay, fishway, and pump stations. Elmer Dam is important for agricultural irrigation water storage. The project will allow ESA-listed Snake River Chinook salmon and steelhead access to 29 miles of critical spawning and rearing habitat. This barrier is 1 of the 9 fish passage projects that the Umatilla Tribe will remove within their ceded territory using Restoration Center funding.",
