  "projectDescription": "The Skagit River System Cooperative restored access to fish habitat that had been blocked by undersized or improperly installed culverts.  The Everett Creek project site is designated SP8 in WDFW’s fish passage database and was considered to be a partial barrier due to velocity based on data collected as part of SRSC’s collaborative culvert project in 2018.  There are also several barrier culverts located downstream; the problem that this project addresses in this area is to both restore unimpeded fish passage at the SP8 site, and to utilize that project as a demonstration site to develop relationships with downstream landowners, helping to convince them to work with us to implement future improvements.  These funds will also increase SRSC staff capacity to develop barrier correction projects, review and track ongoing culvert injunction projects, coordinate with project partners and agencies, and conduct landowner outreach.",
