  "projectDescription": "This is one of multiple fish passage barrier removal/habitat restoration actions across the Rogue Basin to benefit Southern Oregon/Northern California coho salmon, which are listed as \"threatened\" under the Endangered Species Act (ESA).  The Upper Phillips project restored access to approximately 19 miles of the Little Applegate River for coho salmon and steelhead. In addition, irrigation improvements were made, benefiting 10 landowners. The Upper Phillips Ditch diversion consisted of 2 dams: a 5-foot concrete structure with a 4-foot pushup dam upstream. Improvements to the diversion eliminated the pushup dam and created a bypass around the concrete structure.",
