  "projectDescription": "This project will implement culvert replacement designs funded, in part, by NOAA CRP awards NA16NMF4630304 and NA20NMF4630298 to restore fish access to 0.75 miles of upstream habitat in Meyer Gulch, a tributary to Mill Creek in the Navarro River watershed. The barrier on Meyer Gulch at Holmes Ranch Road consists of a 7-ft metal culvert with concrete baffles that is identified as a partial barrier during most flow conditions to adults and a total barrier to juveniles. There is a concrete sill approximately 20-ft downstream from the culvert. This project includes removal of the crossing and downstream sill, installation of an 8-ft 3-in by 20-ft long bottomless arch culvert, installation of concrete baffles to address an abrupt grade change, and construction of a roughened ramp channel. The Mill Creek Watershed is an important focal area of the Mendocino Resource Conservation District’s Navarro Streamflow Enhancement Program, a collaborative planning effort (with Trout Unlimited and The Nature Conservancy) to develop a prioritization decision support tool based on recovery plan recommendations, streamflow and water temperatures. The project will directly benefit populations of Northern California steelhead trout and Central California Coast CCC Coho Salmon.",
