  "projectDescription": "On January 1, 1990, approximately 567,000 gallons of No. 2 fuel oil discharged from a ruptured pipeline in the Arthur Kill waterway in New York Harbor. Over 100 acres of salt marsh were oiled on the Staten Island and New Jersey shorelines causing extensive mortality to vegetation, fish and wildlife. A settlement was reached for $12.5 million in 1991. Funds from combined cases (BT Nautilus and Cibro Savanah) have been used to restore injured wetlands in NY and NJ.The LP West Wetland Project constructed a 42 acre restoration site at a former municipal 90-acre landfill (Jersey City). The Exxon Bayway fund provided $250,000 to planning and design - completed in Sept 2009. The total project construction cost was $13.6 million provided by the ARRA of 2009 ($10.6 million), Exxon Bayway fund ($2.2 million) and NJDEP NRDA fund ($800,000). Construction began in 2010 and was concluded following a two-year monitoring effort in May of 2012.The project excavated 42 acres of polluted sediment and landfill to below the clean sub-surface and placed the fill under the adjacent 50 acre capped landfill as required by a NJDEP landfill closure order. The ACOE Nav Deepening Program supplied 500,000 cubic yds of clean sand by barge and pumped to an upland de-watering facility. 250,000 cu yds of sand was placed over the 42 acre excavation site and was contoured to create 24 ac wetland and tide creeks, 9 ac tidal pond, 8 acre grassland and 1 ac trail system.",
