  "projectDescription": "The purpose of this project was to improve fish passage and instream habitat in upper LayoutCreek, a major tributary to Trout Creek in the Wind River watershed, in eastern Washington State. The Trout Creek drainageis the most productive steelhead system in the Wind River watershed. Layout Creek supportsnative Lower Columbia River steelhead and resident trout.Layout Creek flowed through a culvert beneath Forest Road 4300. The culvert was approximately12 ft wide by 8 ft high, but was undersized for the stream. As a result, it had excessive watervelocities and contained no substrate. During higher flows, the culvert was a velocity barrier toupstream movement of fish. The culvert outlet was perched above the receiving pool, creating ajump barrier to upstream movement of fish and other aquatic life.This project removed the culvert and replaced it with a bridge that has a span of 42 feet, much more than the NOAA required 1.3 times bankful width of 18 feet, (27 feet). The project allows for upstream and downstream movement of fish and all other aquatic organisms.",
