The primary mechanism was the creation of fish shelves, which incorporated a shallow, underwater ledge with aquatic vegetation and rock piles. The fish shelves provided a \"living shoreline,\" helping to stabilize the river banks while at the same time providing habitat for fish, macroinvertebrates, and other aquatic organisms.",
