  "projectDescription": "The City of Virginia Beach wished to construct a fish ladder in the spillway of the dam at Stumpy Lake, allowing fish such as alewives and blue-back herring to migrate to their spawning grounds.  Interpretive signs and a display at the nearby visitor center were to have explain the fish ladder to the community.  Due to problems obtaining permits from the Corps of Engineers half of the grant, $12,500, was reprogrammed into a design effort.",
